Browse Folder ( Folder Options ) won't change after new selection

When I open a folder it always appears in a new window.
When I go Start> Control Panel> Appearance and Themes>
Folder Options> General tab> Browse Folders and
select "open each folder in the same window" and hit
APPLY nothing happens. After that when I open a folder it
still appears in a 'new window'. I also tried Restore
Defaults and that doesn't work either. I should note that
if I make a change on the General tab for 'Tasks'
or 'Click Items as Follows' and hit APPLY those changes
take affect, only the Browse Folders' option isn't
responding. I assume the pathway from Browse Folders
selections and its associated Registry entry is
corrupt??? How can I FIND and REPAIR this patway so that
the Browse Folders selections are returned to
funtionality.....or......How can I FIND and SET the
Registry entry to the appropriate value (?)for 'open each
folder in the same window'?
