"Browse for folder" dialog pops up.

Again and again, when I open another browser window (using ^N or File
=> New => Window) the "Browse for folder" dialog pops up - as if I had
asked to save some webpage to a file or download something. It then
always takes at least 3 clicks on '"Cancel" to get rid of this dialog
again.

Any idea what could cause this?
