"Browse for folder" dialog - what could cause this?

Aain and again, when I open another browser window (using ^N or File
=> New => Window) a dialog "Browse for folder" pops up, as if I has
asked to save the web-page or download something. Only after several
clicks on "Cancel" the dialog disappears and the new window opens.

Any idea what could cause this?
