Browse button missing from "add scheduled tasks"

i've got a weird problem. when using the wizard to schedule a task, the
browse button is missing. also, if i try and create the task without the
wizard, the "properties" entry in the context menu is not available. anyone
have any idea what is wrong?

Figured it out....disabled in group policy...
