I have a client with a Brother multifunction laser. They complain that
the pages are coming out very lightly printed, if anything at all, and
the toner powder is all over the printer. I'm thinking fuser, but
wanted to make sure you folks agree.

Which model?
Is the printed page (even if light) properly fused, in other words does it
smear if you rub it?
If it is properly fused and doesn't smear then there is almost no way this is a
fuser problem.
My guess is toner cartridge
