XP Fax was never designed for broadcasting. Indeed, I've rarely seen it
send to more than 5 or 6 recipients without some sort of problem. This type
of service is best handled by a Fax application designed for the purpose.
In short, this is the way XP Fax usually behaves when used for this kind off
service, there isn't any solution I've seen other than a third party
application designed to do broadcasting.
