On broadband, previously ok, now does unauthorised phone dialups

using XP and word as Outlook 2003 editor.
Worked well for 4 months
Suddenly each time I begin a new session and hit "send/receive" I get error
message "no dial tone"
Everything I can find is set to "Never dial"
Nevertheless it has started to use a dialup and of course the modem is not
connected to the phone line as BTInternet would require another filter box
for that to be allowed.
So when I get the "no dial tone" message I have to cancel it within 5
seconds - if not the dsl lamp and internet lamp go out and they take 30 secs
to recover and Outlook (often the whole computer) locks up.
Please advise HOW to fix this "unauthorised dialup" fault

Hi Milly, Thanks but I have tried everywhere that I can find and activated
"never dial up" in all those places. So what do I do now?
Also the notififications of your kind replies are all "blocked" and so It
takes me 30 minutes to re-find you to see what you said.
