Bring Back User-Level Permissions

This was a mind-bogglingly useful tool for database administrators. Our
office has an Access 2003 database that we have no plans to convert to 2007
because Access 2007 has no way for the administrator to prevent people who
need to see data, but not modify it (or who need access to data, but have no
business modifying the database structure) from doing things they shouldn't.

A2k7 supports ULS in the mdb file format.
