bring back existing users

I had to recover windows XP Pro after a power spike and
registry problems. All of the users files are intact, but
none are listed in the users.
When I add them in, new accounts are made using new
directories.

Is there a way to import or integrate the previous docs
and settings, or do I have to start from scratch?

Anyone got an idea?
