Briefcase option not present in "New" menu under File menu

I have a laptop that I am trying to sync with my desktop.
Both machines are XP Home. On my laptop, I followed
instructions in the Help and Support area to create a new
Briefcase and was successful. However, on my desktop,
when you are supposed to highlight the directory where you
want the Briefcase to be then click on the file menu, then
click on the "New" menu, there is no "Briefcase" option.
There was a briefcase option in the exact same place on my
laptop. Tech support told me to get "tweakUI" from
Microsoft Knowledge Base, but I still can't get the
Briefcase going on my desktop. Any Ideas?

Hello Rich,

In TweakUI, did you navigate to | Templates |, and then
click [Create] ?

If this is not installed on your system, then download it
from http://
http://www.microsoft.com/windowsxp/p.../powertoys.asp

Note: V2.10.0.0 needs Windows XP SP 1

If you do not have SP1, the earlier version of TweakUI

Click [Start] [Run] and type "rundll32.exe syncui.dll,Briefcase_Create"
This create a Briefcase folder on your desktop.
