Below is the response I received from MS today on this issue. No
resolution yet but something appears to be imminent. I removed the
responder's name as I don't have permission to post this, but here it is.
Looks like we might have a solution by June as the current solution fixed
some problems but introduced some new ones.

How are you? I took a look at your case. It looks like your chart is
flickering continuously when viewing a report in Report View. You are
correct that this is a bug. It has been corrected in the latest cumulative
update (CU) for Access 2007. You can install the latest CU from the
following location:

Unfortunately, since this CU was released, we discovered that it causes a
problem with some wizards as well as the linked table manager. This is
scheduled to be fixed in the next CU which is due out at the end of June.
If you are able to live with the flicker until then, a link to the June 2010
CU will be posted to the above location once it is available. I cannot
guarantee it will be released at the expected time or that it will include
this fix as our development team could run into some unforeseen problems.
However, that is the plan at this time. The June CU is expected to include
the fix for the flickering chart as well.
If you don't wish to wait until the release of the next CU, there is a
workaround for the wizard/linked table manager issue. What you can do is
make a copy of accwiz.dll before you install the CU, and then use it instead
of the updated version of this dll that is installed with the CU.
*Locate accwiz.dll from the following default location: c:\program
files\Microsoft Office\Office12.
*Make a copy of this DLL either in the current folder or paste it elsewhere.
*Install the CU.
*Rename accwiz.dll which has been updated to a later version by the CU.
*Replace it with the copy you made in the first step.
