I am recieving emails through my outlook account from someone I do not want
to communicate with. I would like to bounce those emails back to that sender
with a message stating that this account does not accept emails from that
address. How do I do that? Thank you.

That sort of message has to be set up at the server. You can't "bounce"
email from the client. You can set up an autoreply, but the nature of the
autoreply would be obvious to the recipient (i.e., it wouldn't fool anybody
smart enough to check the message source).
