The best option for a 2nd hand computer is to perform a Clean
Installation of windows XP.
That will clean up any garbage from the former owner, whether they
knew it was there or not.
It may also protect you on the slim chance the computer was used for
less than legal purposes.
Follow the manufacturers instructions or:

If you still just want past the password:

If the person who sold you the computer cannot provide that
administrator password, and is not someone you know and trust, you might
want to check with your local law enforcement agencies to verify that
the computer isn't stolen property.

Anyway, With second-hand computers, especially if acquired from
strangers but perhaps even if acquired from a family member or friend,
your wisest course of action would definitely be to format the hard
drives and start fresh. You don't want to get in trouble because the
original owner may have filled the hard drive with kiddie porn, or have
problems because the original owner downloaded/installed viruses or
other malware.

If you don't care to take that basic precaution, Linux-based
password cracking utilities abound on the Internet, freely available to
anyone who can use Google.
