Both DVD /CD Drives have a code 19

Hi fella's, both my CD/DVD drives are failing to update properly....."Windows
cannot start this hardware device because its configuration information (in
the registry) is incomplete or damaged. (Code 19)".
I need help in trying to fix this PLEASE !!!!

Follow the steps in method 2 here, it's the same in Vista as in XP:
