Well, most largish companies, and many small ones set up a standard
"images" created with ghost or a similar program, to return a machine
to it's preconfigured, default state.
If your company is not among them, then yes, reformat and set up the
machine properly.
Before you do, do what the message says. CHECK that the boss does have
an account and it's not expired. Make sure username and password, and
domain are typed, and capitalized correctly. Reset the password if you
need to.
Then find a new administrator who knows what the hell they're doing.
