Borders and Shading in FrontPage 2000

I am using Frontpage 2000. I want to use the Borders and Shading item in the
Format menu but it is always grayed out. It was available once, but for some
reason it is no longer available. What do I have to do so the menu item is
available?

I even started a new web and the option never seems to be available.

You have to have something selected first...something that can have borders/shading applied to it...like an image etc.
