It is something hardware related, that is pretty certain.
Check the new PSU carefully, especially all of the power connectors to
the motherboard and disk drives.
It sounds to me like some component is not performing properly when it
is first powered up but after the power has been on for a brief period
it warms up and then begins to function. A poorly seated power
connector could cause this type of behavior under the right
circumstances.
