BOOTP Table not being read

I am using win2000 server sp4 dhcp to serve dynamic bootp
to a bunch of old NCD X-terms (diskless - needs bootfile
from tftp server). If I define option 66 and 67 in the
scope (or for an individual reservation) it works great in
testing BUT I need to server two different Boot images in
the same scope. When I do not define both options the
client is unable to find the tftp server to get the
bootfile. That information is setup in the bootp table
and I think I need it to read that table to get the
correct tftp server and file name for that boot image (the
client does have the image name defined). I have captured
the dhcp packets and the dhcp server does not appear to
return anything from the bootp table. Only from the
defined options.

What did I miss? Is there some flag I need to throw in to
get it to utilize the bootp table correctly? What info
would help?

I have 130 clients that I am trying to convert from static
to dynamic as part of a reorg on this Sunday (and another
300 the following Sunday) so any thing I can try quickly
is MUCH appreciated!
