Is it possible to create a CD/DVDROM - bootable and containing a full
Windows 2000 or XP installation like the hard drive installation. I had
seen something like it in one of the LINUX systems, where the CD/DVD had
the full functionality of a HD and functioned as a proxy for the HD

No, it is not. However, a Bart PE boot CD comes close to
a basic WinXP installation, at least for maintenance purposes.
