Computer no longer boots when turneed on. Instead i hear
a buzzing noise from the (I assume) hard drive. All of
the lights on the front of my box come on as usual except
the hard drive light. Is this an indication of hard
drive failure? Are there any utilities anyone can
recommend for checking the state of the hard drive?

You probably have a dead motherboard or a dead power supply.
If your disk had failed then you would still see the usual boot
messages.
