When I boot my computer into XP, the screen changes
resolutions to display the Windows XP logo while it
boots. Then before it shows the login screen, the
resolution changes again to my desktop resolution. Is
there a way to reduce this by having the boot screen in
1024,768,32 resolution? Thanks

No there is not, you can't have that resolution until Windows loads the graphics driver, which it does during boot up.
