BOOT.INI load failure

I recently installed the windowsxp recovery console on my HDD using
the /cmdcons option. After I rebooted my system I had two menu options
w/ a 30 second timer. However, on my subsequent reboots I only get the
two menu options and not a counter and therefore no default OS is
loaded. I've tried using the bootcfg program to change the default os,
and time out paramateres to see if that would help w/ no luck. Here is
my boot.ini:

default=multi(0)disk(0)rdisk(0)partition(1)\WINDOWS
[operating systems]
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Microsoft Windows XP
