I recently had a new hard drive installed because my old one fried. I need to
re-install Windows XP, however my disc drive does not work. Is there any way
I can install my OS without actually putting the CD in my laptop?

yes,sure...you can install it remotely if you still have OS on your laptop.

put the CD on another PC...an use this syntax on your laptop in Run => cmd:

remote machine IP address \i386\winnt32.exe

when your laptop launched, press F8 and switch to your new hard disk.

another solution is using windows live.
go to a store and ask them " I wanna Windows live " .
