boot hangs with USB Device installed

With a flash card reader (USB mass stg device)connected
at boot time the systems hangs before XP even attempts to
load. If I remove the flash reader system will boot, I
can plug in flash reader, system will recognize it, and
the reder works fine. Why must I remove reader prior to
boot and it ehre a resolution? Thanks
