When I load my boot disk like I am told to and hit "r" for
repair nothing happens. It won't do anything for me, what
could I do? Is there something you must do to load from
the boot disk??

In Win2k there is no boot disk per say you can make a set of 4 instalation
disk or you can have an emergency repair disk. In ether case you will still
need the Win2k CD.

If you want to repair your existing installation then you do not
need any boot disks. Simply boot from your Win2000 CD, then
select Repair when prompted.
