boot to a clean HD from external drives

I gave an older laptop with no internal CD or floppy drive. He wiped the
hard drive in order to do a clean re-install of XP Pro, but cannot access the
external CD drive.

Can I use a floppy XP bootable disk with USB and CD drivers on it to get the
laptop to recognize the CD drive? If so, how so.

Alternatively, could I remove the hard drive, install it in a USB enclosure
that I have, copy the 3 recovery disks onto it, replace the hard drive in the
laptop, and expect to be able to access the HD as I did when it was new and
did the initial setup and configuration?
