You need to go into your BIOS settings and set CDROM as the first boot
device, and then re-start with the CD in the drive.

How to get into your BIOS depends, not on Windows, but on what
motherboard/BIOS you have. As a matter of fact, you have to
access the BIOS before Windows even starts to boot. One common
way is to press the Del key when you first power on, but that's
not necessarily right for your computer. Watch the screen
carefully when you first boot; there's often a message there
telling you what to do. If not, check your system documentation
or check with your vendor.

Or just try the Del key. There's a good chance that's correct for
you.

It varies from machine to machine. read the manual.

You first have to set the BIOS of the computer so that it tries to boot
a CD-ROM BEFORE it tries to boot from the hard drive. That's in the
setup part of the bios.

Then, just have a bootable CD-ROM in the CD-ROM drive when the computer
is reset. Depending on the BIOS, if you have more than one optical
drive, you may only be able to boot from one of them, or you may have to
set which one is tried, or tried first.
