For some reason with resources (but not users) anyone who
can view their calendar can create an appointment/meeting
as the resource, even if they do not have permissions to
do anything on behalf of that user. Is this a _feature_
of resources? We do not want users without permissions
to create meetings on behalf of the resource, but we
would still like them to be able to view the calendar.

What permissions did you give to the resource? Unless you're using a
delegate or autoaccept script, the minimum is Author.
