Booking a resource adjacent to another booking

Hello,

Our meeting rooms have been configured in Outlook as
resources. When users create a new meeting, they add the
room in the Resources box, and the calendar for the room
is booked as Busy. The answer appears right away on the
user's screen. (as it's suppose to happen)

However, if someone books the room at an adjacent time
(ie: a meeting already exists from 3:00 to 4:00, and a
user books the same room from 2:00 to 3:00), the time is
not always reserved in the room's calendar. If it is, it
takes an eternity before becoming busy and the user
receives an acknowledgement. If it's not, is seems to be
considered as a conflict.

Does anyone know how to configure Outlook to differentiate
adjacent from conflicting meetings?
