Booking meeting room

Hi. Im running WinXP clients with office 2003, Exchange server 2003. My
meeting rooms ar configured at resources, accepting meeting from users. But
when a user cancel a meeting, the meeting is not removed from the meeting
room calender, is just says "canceled". Is that a configuration error or by
design?
