I don't know if this is going to help, but Sysinternals has a program called
Filemon, and perhaps you can use it to see what the installer is doing. Maybe
it is checking a volume other than C. Start Filemon, then run the installer.

I don't know if Microsoft Tech Support would help, but maybe they know
something about the system requirements, that isn't stated on the
system requirements page. WinXP SP2 ? FAT32 versus NTFS for install disk ?
Stuff like that.
