Check the monitor setup on the monitor itself. Degauss if it has that
capability. Reset to a lower resolution and see if the problem follows
the change. Ascertain that the refresh rate is compatible with the
monitor. Check that there are no bent pins on the cable and that it is
firmly attached. Try another monitor.

Monitors do degrade with time and focus is one good sign.

Q

First, always check by cleaning the monitor glass with a good glass cleaner
or rubbing alcohol. I could be just a dirty glass.

The problem is probaly the CRT in your monitor.

Try using its onboard menu to reset it to factory default
or degauss it.

If its under warranty, get it fixed, if not start
shopping for a new one.

There is also a remote possibility that it is your video
card,
try swaping your monitor with another good monitor to see
if blurs.

If it blurs the good monitor then it your video card that
need to be changed.
