Bluetooth Keyboard not working in standby/safe mode etc

Anyone else find this? My Microsoft KB Elite for Bluetooth seems to have
"moods". Periodically it'll decide not to work when I'm in safe mode or in
bios. This morning it wouldn't bring my PC out of standby. These seem to
be intermittent because the next time it will work.

It is "by design" that USB and wireless devices will not work outside
of the OS,m because there are no drivers loaded for them at this time.
You need a PS2 keyboard for that case.
For the standby/hibernation modes: in the Device Manager make sure
that Windows is not allowed to turn off the keyboard or the
corresponding device in the computer (bluetooth dongle).

Hi, sorry to say this but my wireless Logitech keyboard and mouse works fine
in the bios or in safe mode. Maybe there is a driver update available or
something like USB legacy device need to enabled?
