Bluetooth discovery not working on XP

I am trying to have my computer enter discovery mode for its bluetooth.

I go to Control Panel > Bluetooth Devices > Options > "Turn Discovery On"

....this is where the problem happens.

After checking the box and hitting OK or Apply, an error message comes up
saying, "An error occurred while Windows was saving your settings. The
following settings were not saved: Discoverability settings, Connections
settings."

The Bluetooth radio is enabled. I have Windows XP Pro w/ SP2 on an IBM R52
Thinkpad.
