"Blueooth Peripheral Device" does not install in XPE SP2

The image of XPE was given to us by our vendor and I have been tasked
with putting a bluetooth barcode reader in the system. The barcode
reader acts like a keyboard, so there's no special drivers. The issue
is when I install the bluetooth controller, Windows needs system files
not on the XPE installation. I moved these .sys and .ini files over
from a full XP pro build, and bluetooth functions. However, when I add
any bluetooth device I have to install drivers for "Bluetooth
peripheral device". There does not seem to be drivers anywhere. What
can we do?
