Blue Screen Background

I have a blue screen background that just came up on it's own. My old
background is in the "background" but I can't access it. I also cannot change
wallpaper, drag-and-drop, or delete desktop items. For that matter, I cannot
delete or drag anything through explorer. Whenever I attempt to, it locks up
my computer. This if frustrating and I need help.

Is your coumputer cleaned of viruses and spyware?
