Try doing a Log Off, and log back in. I found the 'blue icon' situation as
one of the hallmarks of the Disappearing Non-Hiding or Hiding Notification
Taskbar Bug, for which the only remedy offered is Log-Off/Log-On. Really
annoying, isn't it?

Blue icon is caused when you RDP or fast user switch on a computer. There is
no functionality issue when the icon turns blue.

"RDP"? What if this happens and you're not using Fast User Switching, then?
I'd already put it down to the Taskbar bug acknowledged here.

This relates to either Remote Desktop, Terminal Services, Fast User
Switching running.

If you can demonstrate the blue Icon when 1) Fast User Switching is not
enabled on the machine and 2) you've used neither Remote Desktop nor Remote
Assistance, this would be news. Probably not significant news given that
there's no functionality issue, but interesting, anyway.

If I knew what caused the Non-Hiding Disappearing Notification Icon Bug I
guess I'd be able to replicate what happened.

When I first began experiencing the problem I posted here shortly
afterwards, thinking that it was a worm of some kind that seemed to be
selectively disabling or otherwise knocking-out Spybot S&D and MSAS - in
Spybot's case it wasn't disabled, just invisible; in MSAS' case it was
disabled, and even re-setting it from inside the program's options had no
effect.

The first manifestation of the problem began immediately after the "<"
showing that there are hidden icons turned into a Blue Square icon. The
next time I rebooted (before finding out about the Log-off/Log-on temporary
workaround), icons stopped being hidden or loaded altogether, in MSAS' case.
