Blocking Yahoo Toolbar via Group Policy

Anyone have an idea as to how you can block the install of the Yahoo Toolbar
(or any other 3rd party toolbar) using a group policy

Use NTFS Permissions and give users Read Access only. That is the only way to
stop them installing.
