Blocking routing to Web Server (via route ADD)

Hi !

I need to block routing my Win2000 to some IP (web server is running
there).
Lets say it's www.icq.com.
By pinging this site I got 64.12.164.193 IP.
Now I added the following routing rule (MyIP is for IP of my
computer):
route ADD 64.12.164.193 MASK 255.255.255.255 MyIP METRIC 1

When I ping now this site I get "Request Time out"
However in the browser when I enter http://64.12.164.193 I have
suprisingly no problems with browsing (nothing is blocked).

What is wrong ?
Do http protocol behaviour is special ?

Just a thought...
Maybe the hosts file would work as well?

Is the browser configured to use a Proxy or is the client running a Proxy or
firewall client?
