BLocking links in messages

When there is an email with a link to the internet I get the following message.

This operation has been canceled due to restrictions in effect on this
computer. Please contact your system admisistrator.

This is my home compter with Office 2007 and Windows 7.

You are claiming that you have no knowledge of how to perform online
