We have kids, and this is kid central in our neighborhood. I just
installed DSL and the provider runs 24/7 through MSN, which has
password protection.

The problem is that any user can avoid MSN by clicking on Internet
Explorer and the modem connects them to the internet. I tried making
the homepage of IE the same as MSN, and I tried filters, which block
some stuff, but also a lot of news and other (clean) sites I like to
use. I also tried to remove IE by using the Windows XP install disc.
It's not separate from the rest of the XP Office programs.

Is there a way to
1. remove IE from my computer
-or-
2. Put a password on IE so that we can let them go online when we are
here.
-or-
3. Put a password on my Actiontec DSL external modem.

You cannot remove IE from Windows as it's an integral part of the OS. You
can password protect IE - and all internet access - by using a third-party
app such as:

Provided you have different logon accounts for different users
(of different classes of user) you can always change the permissions
of the iexplore.exe executable to allow or disallow its use on the
basis of who is trying to use it.
