can you and how do you s block and email address and return a message that you won'r except their emails.

No you can't "block" anything. You can delete them though. As to mailing
them why not just "UNsubscribe"?

You can't; unless you control the mail server. Most email users don't have
control over the mail server. Once a mail server accepts email, there is no
way to reliably "bounce" email back to a sender. If the email is spam, the
sender took special steps to ensure that your attempt to bounce it will only
annoy an innocent third party. JHD ("Just Hit Delete"). There is nothing
more you can do. Well, there may be, but your question suggests that is
beyond your level of expertise. Which means you will need to do a lot of
study of the subject of "How Email Works" before you are ready for advanced
spam handling.
