How do I block someone's mail and generate an automatic notification to them
that they've been blocked? I know you can do this with AOL, but I'm not sure
it can be accomplished in Outlook.

Add them to the Blocked Senders list for OL 2003/2007 or to the Junk Senders
list for OL 2002 and earlier.

If you have told the sender that you do not want any further e-mails
from them and they have not complied, why the hell would you believe
that sending back an auto-response to them will change their behavior?

If you are using the Blocked Senders list to get rid of spam, it won't
work. Spammers change their e-mail address every time they spew their
crap.

Just add it to your Blocked List or create a delete rule. You cannot bounce
messages with a mail client like a server does. All attempts will result
sending just a normal email and you are only adding to the
junk-email-messages issue.
