Is it possible in Outlook 2003 to block specific e-mail addresses?

Sure, use the Junk E-mail Filter.

That doesn't actually "block" them 'cos they still get downloaded and sent
to the Junk Email folder....

Depends on your definition of blocking ;-)
Outlook has to download something or it cannot analyse anything.
