Blocking Cd-rom and Floppy

Im working on a GPO and when testing it after enabling
Devices: Restrict CD-ROM access to locally logged-on user
only and Devices: Restrict floppy access to locally logged-
on user only, the user still has access to the cd-rom and
floppy but the user has no rights to the local machine.
What am I missing?
