Blocking all websites except for 5 sites.

I am trying to find a way I could block all websites except for 5
sites. I am trying to avoid spending big money. I was thinking of
using IE. Can someone please help me out? Thanks

Theoretically you can create an empty "." forward lookup zone and manually
add the domains you want to resolve.
