blocked start up program

When I logon I get balloon pop up (windows has blocked startup program) ,
when I open windows defender I don't find any blocked programs . I have not
blcked any programs , I'm new to vista is this some kind of a glitch with the
system , has anyone else had this happen ? Is there a fix ?
