Blocked sender still sending messages

I have added numerous senders to my blocked sender list, but the messages
still keep coming, what can I do, as some of them are very inappropriate!

Are you sure they're using the same email address?

Yes, the address is the same every time and it is on my blocked senders list.

You say you've added "numerous" senders, so this must include
many different email addresses. As a veteran spam fighter
(and longtime member of SpamCop), I can tell you that using
a blocked sender list is next to worthless. Spammers seldom use
the same return address twice.

Ask your ISP if they offer server level spam blocking. If not,
there are free third party solutions such as K9:
http://email.about.com/cs/winspamreviews/gr/k9.htm

Disclaimer: I haven't tried K9 with Windows Mail, but it worked well
with Outlook Express.
