What leads you to believe Outlook is blocking them?

You are not providing any information for us to work with.

Version of Outlook?
Type of mail account?
In which way are they blocked? By what?

sorry,

outlook 2007, pop3,

i don't know how they are blocked. all i know is i am being sent emails with
a pdf attachment and since i've installed outlook 2007 last week, i'm not
getting emails that either aren't in my contact list or approved.

if i find out they've sent one, i can send them an email and after i send
them one they are approved and then i can receive their emails.

Approved by what? The only blocking that could occur at Outlook level is
that they will arrive in the Junk Email folder isntead of the Inbox. Somehow
I get the feeling this is not what you are talking about.

let me start over,

i have two emails that didn't get through to my inbox or junk mail folders,
they are no where on my system. when i learned of this i asked the senders to
email me the files again. i didn't receive them again, so i emailed them and
asked them to email again. AFTER, i emailed them their emails came through. i
changed no settings, the only thing i did was email them in outlook 2007.

i read in outlook, that people in my contacts folder, people i have emailed
and people i have approved. all i know is after i sent an email to their
address, the emails started coming through from them.

all the files have pdf attachments, it's only files with pdf attachments
that are being blocked.

that's all i know.

Outlook has no approval mechanism. What types of rejections do the senders
get?

i figured it out, when i installed outlook 2007 apparently it automatically
checked delete junk mail automatically. so i never got to see the junk mails
as they were deleted too fast.
