Run the installer in the children's account, but modify the properties to
run
as Administrator. Right Click the Installer, Properties, Run As....
For lost/forgotten passwords you can boot to Safe Mode, login as the
Administrator and make changes ( not recover ). Or use a Bootable tool
to reset or Null out any account's existing password.

Just blocking downloads is one of many ways "Baddies" get on your PC.
Attachments from email, 'Drive-by-Installs' and many others can also
expose the PC. Children are VERY computer savvy. Almost anything
done to restrict or constrain PC use can usually be overridden by them
without much effort.
